## Description

Enumerates the base visibility states for optional content groups in an OptionalContentConfig.

These values determine the default ON/OFF state applied to optional content groups when an OptionalContentConfig is used to initialize an OptionalContentContext.

## Values

- `Off = 0`: OptionalContentGroups affected by this OptionalContentConfig should be off by default
- `On = 1`: OptionalContentGroups affected by this OptionalContentConfig should be on by default
- `Unchanged = 2`: OptionalContentGroups affected by this OptionalContentConfig should remain in the same state
